During
the ACMi debate, we were given the opportunity to ask a
question to the other candidates in the debate. My question:
On Lynette Martyn’s campaign website, she
offers a long list of things she
would like to see accomplished during her tenure on the
School Committee. The second item on the list is, “a state
accountability score above 90%.” Do you agree? If so, what
should we do to achieve it?

Why did I ask that question? Simple. Devoting
additional time and resources to chase an unattainable
accountability score would have a detrimental effect on the
quality of our schools. It would require expanding
time and resources for literacy
and math test prep, while reducing staffing and time in the
schedule for social studies, art, music, health, world
languages, and physical education.

driving the school into achieving a 90 percent rating. As
far as I know there are only 7 or 8 schools that have
achieved that type of a rating, and all but one of them is a
K-8 school system; small population, and, very, I think,

Education web page, these schools are very, from very
affluent school communities.
Elizabeth Exton (43:15) But I don’t think a specific artificial
score in a single measure, that’s only met by a small
handful of schools in the Commonwealth, is the best way to
measure growth and achievement in a school district.
Lynette Martyn
(44:24): So, I think we
should strive for whatever we want. We should strive to get
to 90 percent. That doesn’t mean we fail if we hit 80
percent or 70 percent, any increase from where we are is a
win. So, yeah, I’m gonna strive for us to get to 90 percent
for Arlington Public Schools because I’m passionate about
our school system.
Paul Schlichtman (46:27): Our accountability percentage score is
about 71 percent right now. 75 percent, believe it or not,
is a perfect score, because 75 percent on a 0-4 scale, with
3 means you’re meeting your targets, is the goal that the
state is setting for you. And some of the goals are very
reasonable, and some of the goals shift to become
unattainable. So, we’re in the top 20 percent of districts.

The
accountability scores, called the “cumulative
criterion-referenced target percentage,” are
based on possible points on the 0-4 scale. As a result, if a
school or district meets every target, every categorical
score would be 3. An average score of 3 on a scale where the
maximum score is 4, in which the school or district is
meeting all expectations, would earn an accountability score
of ¾ or 75% of the possible points in the rating system.

An accountability score of 75% is not the
equivalent of a C on an algebra test. It is a perfect score.
· An
accountability
score of 90% is not the equivalent of an A minus. It
requires a school or district to exceed state targets on
almost every measure.
Arlington’s cumulative
accountability score is 71%. Arlington’s score, four
points below a perfect score of 75%, is among the top 20%
of Massachusetts districts.
The state’s interpretation is that, “a district is reported as making substantial progress toward targets if it has a cumulative criterion-referenced target percentage from 50 to 74 percent.” This is the second highest classification out of six levels in the accountability matrix. A criterion-referenced target percentage as low as 25% is classified as making moderate progress toward targets.

Some
indicators are easier to achieve than others. For example,
the Growth target is to exceed the state average (50) and
that target never changes. The target for the Four Year
Cohort Graduation Rate is based on the previous year’s
outcome. For example, if the previous year’s rate is 100.0%,
that becomes the target for the next year, which means a
very high but imperfect rate could easily result in 0 points
for a declining indicator.
I
spent the last two decades where my job responsibilities
included analyzing accountability and performance data, and
making recommendations for areas to target for improvement.
I am also the Massachusetts Association of School Committees
appointee to the Massachusetts Board of Elementary and
Secondary Education School and District Accountability and
Assistance Advisory Council (AAAC).
One
of the tasks of the AAAC is to discuss and make
recommendations pertaining to changes in the state
accountability system.
“The data that’s presented should be an
indicator of problems or successes. It should not be a
driving force by itself. We need to look at all the entire
picture. Somebody wants to look at the stats, go to the
Department of Education. Look up Arlington. You can see all
the stats. Arlington is not one of the top in the 90th
percentile, but that to me is not realistic if that’s all
we’re going to work for in the school system. We are within
the acceptable range.” (starting at 37:00)
“If somebody gave us a billion dollars,
could we raise our rates? Yeah. I’m pretty sure we can. We
could drive our class sizes down to a 5 to 1 ratio. These
aren’t realistic. As I’ve said before, and I don’t want, I
apologize for beating the drum, this data is important.
There’s no question about it, but it can’t be the only thing

Elementary and Secondary Education’s School &
District Accountability & Assistance Advisory Council.
The Council reviews and recommends changes to the state's
accountability system. He spent the past 20 years analyzing
school and district performance and accountability data to
help principals and teachers to understand the levers of
change that improve their schools.
He understands that measures like the MCAS are just
indicators that inform our work, not desired outcomes that
drive our decisions. Too much emphasis on MCAS and
accountability scores takes time and resources away from
art, music, world languages, social studies,
social-emotional learning, and other essentials not tested
by the state.
